Why can't the DoD learn from others' mistakes?

Joint Enterprise Directory Service (JEDS)Although there has been
failure after
failure when attempting global aggregation of information (for countless reasons), why is it that we're spending more money going down this dead-end trail? Has the case for federation not been made yet? The litany of technical and security concerns which go painfully unanswered is saddening.
